Scheme Changes for 2022

There’s a few changes to The Clean Energy Regulator’s Renewable Energy Target that will be coming into force in 2022. We’ve digested it all for you so you know how the changes may affect you.

The Deeming Period for Solar.

In line with the Clean Energy Regulator’s deeming period for solar (under 100kW) until 2030, this deeming period will reduce to 9 years for all systems installed after 1 January 2022. More information can be found on the deeming period decline page on The Clean Energy Regulator’s website. This change will reduce the number of small-scale technology certificates (STCs) that solar PV systems may be eligible for. The Clean Energy Regulator has updated their Small generation unit STC calculator for this change to help you calculate the number of STCs eligible from 2020 to 2030.

The Deeming Period for Solar Water Heaters.

For the first time in the scheme, the deeming period for Solar Water Heaters and Air Source Heat Pumps will also be changing. For all Solar Water Heater systems installed in 2022 the deeming period is a maximum of 9-years.

Reduction in Emissions Factor.

The volume of VEEC certificates created on a project is set to drop by around 14.7% from the 1st of February 2022. This is due to the carbon saturation of the grid lessening, and some activities being removed from the VEU scheme to make way for newer energy-efficiency activities. Please ensure your projects are installed before the change date to maximise the benefit from each project.

Activity 21 Extended.

Activity 21 Residential Lighting has been extended for another 12 months. The new expiration date for the activity is now February 28th, 2023.

 Activity 30 Well Underway.

Activity 30, InHome Displays, is now well underway around Victoria. For those not involved or who have been waiting to see the viability of the activity, we have found that this activity is creating a significant proportion of certificates each week.

 Activity 34 Further Discount Reduction.

As outlined by the DELWP earlier this year, Activity 34 for commercial projects has a further discount factor being applied to HID upgrades (including mercury vapours) from 0.6 to 0.4 from the 31st January 2022

Please note that these changes do not affect any claims that have been installed in 2021.

The last date of submission for the paperwork completion, before Christmas is 14th December 2021. Please note that if we receive any document after 14th of December then we will be processing the claim after the holidays so don’t delay in submitting projects to our team for generation.
